List of vehicles exempt from vignette payment that are obliged to register

Pursuant to provisions of Section 7(2) of Act No. 488/2013 Coll. on Vignette and on amending certain acts as amended (hereinafter referred to as “Act No. 488/2013 Coll. on Vignette as amended”) the obligation of registering vehicles/vehicle combinations exempt from electronic vignette payment in the central records of vignette payments applies to the following vehicles/vehicle combinations:

  • the basic rescue units of the integrated rescue system, city or municipal fire departments, municipal police and the Slovak Red Cross;
  • the administrators of motorways and roads owned by the government except for the concessionary;
  • those vehicles that were registered by a person who holds a parking pass for severely disabled in accordance with Section 17 of Act no. 447/2008 Coll. on Cash Benefits to Compensate Severe Disability and on amending and supplementing certain acts as amended;
  • those vehicles that are operated by a person who uses the vehicle to provide social services according to Act No. 448/2008 Coll. on Social Services and on amending and supplementing Act No. 455/1991 Coll. on Trade Licensing (Trade Licensing Act) as amended by Act No. 50/2012 Coll. as amended and does not provide the social services to achieve profit and he/she books this vehicle in accounts according to Act No. 431/2002 Coll. on Accounting as amended;
  • those vehicles that are operated by a facility for social protection of children and social guardianship under Act no. 305/2005 Coll. on Social and Legal Protection of Children and Social Curatorship and on amending and supplementing certain acts as amended;
  • foreign nationals exempt according to an interstate agreement under the condition of reciprocity;
  • historical vehicles;
  • vehicles of the Financial Administration.

Pursuant to the provision of Section 7(1)(d) and (5) of Act No. 488/2013 on Vignette as amended, vehicles and vehicle combinations exempt from electronic toll payment that are obliged to register in the central records of vignette payments also include vehicles and/or vehicle combinations of armed forces or civil units of the sending state for the purpose of performing duties under a special regulation.
 

Registration of vehicles exempt from vignette payment

Pursuant to provisions of Section 7(3, 4) of Act No. 488/2013 Coll. on Vignette as amended, the operator of a vehicle or a vehicle combination exempt from vignette payment (hereinafter referred to as “operator of a vehicle/vehicle combination exempt from vignette payment”) is obliged to provide the following data to the Service Provider (see definition of the term “Service Provider” in detail in the Vignettes section, subsection Glossary of terms) in the request for registration of vehicles and/or vehicle combinations exempt from vignette payment:

  • the company name, the address of the place of business if the vehicle or vehicle-combination operator is a natural person – entrepreneur; or name, surname, date of birth, address of residence, nationality, ID card number or passport number if the vehicle or vehicle combination is other natural person;
  • the company name and the address of the registered office if the vehicle or vehicle combination operator is a legal person – entrepreneur; or name and the address of the registered office if the vehicle or vehicle-combination operator is a legal person – non-entrepreneur;
  • the vehicle licence-plate number and the country where the vehicle or the vehicle combination is registered;
  • contact details of the vehicle or vehicle-combination operator: contact telephone number, facsimile number and email address, if available.

In addition to the data specified above, the operator of an exempt vehicle/vehicle combination shall also be obliged to provide the following documents to the Service Provider demonstrating the grounds for exemption:

  • a copy of the founding charter in the case of legal persons; or a copy of the parking pass in the case of natural persons who are holders of a parking pass for the severely disabled;
  • a copy of the vehicle registration certificate or the vehicle technical registration certificate (a copy of the vehicle registration certificate section 2 or a copy of the vehicle registration certificate or a copy of the vehicle technical registration certificate).

Caution: 
No other documentation that is not specified in the list of required documents above has to be attached to the request. In the case that documentation/data exceeding the specified framework is delivered to the Service Provider, it will immediately shred (destroy without any possibility of recovery) such delivered documents.

IMPORTANT:
Sole responsibility for the accuracy of the aforesaid data lies with the operator of an exempt vehicle/vehicle combination. In the case that the provided data is inaccurate and/or incomplete, the operator of the exempt vehicle/vehicle combination shall be obliged to notify the Service Provider of amendment, supplementation or change of such data immediately after discovering this fact.

 

The Vignette Payment Collection Administrator (Národná diaľničná spoločnosť, a. s.) shall decide on the evaluation and handling of the request for registering vehicles/vehicle combinations exempt from vignette payment.

For the purpose of registration and enforcement of registration of a vehicle or a vehicle combination exempt from vignette payment according to Section 7(1) letter h) of Act No. 488/2013 Coll. on Vignette as amended, the Central Office of Labour, Social Affairs and Family shall provide the Vignette Payment Collection Administrator the data of a severally disabled person who holds a parking pass (hereinafter referred to as “the holder of a parking pass of a severally disabled person”) in the following extent:

  • name, surname, date of birth of the holder of a parking pass of a severely disabled person;
  • the number and the date of the parking pass issuance.

Based on the aforesaid decision of the Vignette Payment Collection Administrator, the Service Provider shall issue a document for the operator/driver of an exempt vehicle/vehicle combination called Confirmation of the registration of vehicles/vehicle combinations exempt from vignette payment” in the central records.

The request for the registration of vehicles and/or vehicle combinations exempt from electronic vignette payment, together with the necessary documents, can be submitted by the operators of such vehicles/vehicle combinations to the Service Provider:

  • at selected Points of Sale, the list of which is available in the Customer points section, subsection Selected Points of Sale;
  • through the web portal www.eznamka.sk (in this case the operator of an exempt vehicle/vehicle combination is obliged to submit the request and all the documents specified above in electronic form).

IMPORTANT:
The operator/driver of an exempt vehicle/vehicle combination may only use the specified road sections without electronic vignette payment based on a certificate of registration of the vehicle/vehicle combination exempt from vignette payment issued by the Service Provider.

 

Registration of vehicles of armed forces/civil units exempt from vignette payment

The Ministry of Defence of the Slovak Republic (hereinafter referred to as “the Ministry of Defence”) is, pursuant to Section 7(5 to 7) of Act No. 488/2013 Coll. on Vignette as amended, obliged to register a vehicle and/or vehicle combination of armed forces or civil units of the sending state for the purpose of performing duties under a special regulation, which are, pursuant to the provision of Section 7(1)(d) of Act No. 488/2013 Coll. on Vignette as amended, exempt from vignette payment. For this purpose the Ministry of Defence shall be obliged to provide the following information to the Service Provider:

  • the planned route;
  • the location and the time of entering the Slovak Republic, and the location and the time of exiting the Slovak Republic;
  • the vehicle licence-plate number and the country where the vehicle is registered.

In case a data amendment occurs immediately before the start of using or in the course of using the specified road sections by a vehicle or a vehicle combination exempt from vignette payment according to the provision of Section 7(1)(d) of Act No. 488/2013 Coll. on Vignette as amended, the Ministry of Defence shall be obliged to provide the amended data for registration to the Service Provider within 5 days of the change arising.

 

All other rights and obligations of the operators of vehicles/vehicle combinations exempt from vignette payment are regulated by the relevant provisions of Act No. 488/2013 Coll. on Vignette as amended (in particular in the provision of Section 7 of this Act) as well as the the relevant provisions of the General Terms and Conditions of Electronic Vignette Payment of the Electronic Vignette Payment Administrator, which can be found in this section, subsection Documents for download.
